BASIX Changes 2023: Higher Energy and Thermal Targets, Explained

The 2023 BASIX update raised energy and thermal comfort targets to align with NCC 2022. Here is what changed and how to comply without overspending.
In late 2023 the NSW Government lifted the BASIX standards to align with the national push for more efficient homes. If you are working from older advice, your numbers may be out of date. Here is a clear summary of what moved and what it means for your project.
What changed
Two of the three BASIX targets were tightened. The thermal comfort target effectively rose to match the new 7-star NatHERS benchmark, and the energy target increased and now reflects a Whole-of-Home style assessment of fixed appliances. The water target was largely unchanged.

Why it matters for your design
Designs that comfortably passed the old standard can fall short now. The most common gaps we see are oversized west-facing windows, thin ceiling insulation and basic electric-resistance hot water. None of these are hard to fix, but they are far cheaper to address on paper than on site.
How to comply without overspending
- Optimise orientation and shading first. These are the free or cheap levers.
- Upgrade the hot water system before you reach for double glazing everywhere.
- Model the home before documentation is finalised so changes are paper changes.
- Consider a small solar array to satisfy the energy target efficiently.
Transition and timing
Projects lodged after the change must meet the new targets. If your plans were drawn under the old standard, have them reviewed so there are no surprises at lodgement.

Do I need to redesign my whole home? Rarely. Most homes reach the new targets with a handful of targeted upgrades identified by the assessment.
Will my old BASIX certificate still work? Only if it was valid and lodged in time. New lodgements use the current standard.
