In much of regional and peri-urban NSW, a new home has to satisfy two demanding sets of rules at once: bushfire construction and energy efficiency. Handled well, they reinforce each other. Handled badly, they can feel like they pull in opposite directions.

This guide explains what a BAL rating is, how bushfire measures interact with thermal performance and ventilation, and how to meet both without conflict.

What is a BAL rating?

BAL stands for Bushfire Attack Level. It measures the level of bushfire risk a building is likely to face, based on factors such as vegetation type, distance to that vegetation, and slope. The levels run from BAL-LOW through BAL-12.5, BAL-19, BAL-29, BAL-40 and up to BAL-FZ (Flame Zone). The higher the level, the more demanding the construction requirements.

Your BAL determines specific building measures: ember-proof screening, glazing requirements, sealing of gaps, protected vents, and resistant materials. These are about keeping embers, radiant heat and flame out of the building.

It helps to know what drives the rating up. A site close to dense, tall vegetation on an upslope will attract a far higher BAL than the same house set well back from low grassland on flat ground. Because distance to vegetation is such a strong factor, decisions about where a dwelling sits on a block, and how the surrounding landscaping is managed, can change the construction standard you have to build to. This is one reason the bushfire assessment is worth doing early, before the design is locked.

Where bushfire and energy overlap

The good news is that several bushfire measures also help thermal performance. They are natural allies.

  • Sealing gaps and joints keeps embers out and also reduces draughts, which lowers heat loss and gain.
  • Tighter, better-quality glazing resists radiant heat and often performs better thermally than basic single glazing.
  • Shutters and screens protect against embers and radiant heat, and external shading also cuts summer heat gain.
  • Robust, well-detailed construction tends to be more air-tight, which both standards reward.
  • Non-combustible bulk insulation chosen for bushfire reasons still delivers its full thermal benefit.

In other words, the air-tightness and quality you build in for bushfire protection frequently push your energy result in the right direction too.

Where tension can arise

The main friction point is ventilation. Energy-efficient and comfortable homes need controlled fresh air, but bushfire rules require vents and openings to be protected against ember entry. You cannot simply leave large openings unscreened.

The resolution is to use ember-protected vents and screens that still allow controlled airflow, and to plan ventilation paths deliberately rather than relying on incidental gaps. Materials are another consideration: some high-performance or lightweight components may need substitutes that meet the required BAL, so it pays to coordinate the bushfire and energy requirements early in design.

Sub-floor and roof-space ventilation deserve particular attention. A passively ventilated roof space helps shed summer heat, but at higher BAL levels those vents must be screened or detailed to resist ember entry, which can slightly reduce airflow. The answer is rarely to abandon the ventilation; it is to size and position it so that the protected version still does its job. Lightweight, highly insulating wall systems can also run into combustibility limits at higher BAL levels, so an early materials check avoids a costly redesign late in the piece.

How to satisfy both without conflict

The key is sequencing. Establish your BAL first, then design the thermal envelope around measures that are already bushfire-compliant. This avoids specifying a product for energy reasons only to discover it fails the bushfire requirement, or vice versa.

  • Confirm your BAL with a bushfire assessment before locking in glazing and cladding.
  • Choose glazing that meets both the bushfire and thermal requirements in one product where possible.
  • Plan ventilation with ember-protected paths so you are not forced into a late compromise.
  • Coordinate your assessor and bushfire consultant so the two reports align.
  • Keep a single materials schedule that records both the BAL rating and the thermal value of each product.

A worked example

Consider a home on a bush block assessed at BAL-29. The bushfire requirements call for sealed joints throughout, ember screens on all vents, and toughened glazing in protective frames. Rather than treating these as a cost to absorb, the design uses them. The sealing work doubles as draught-proofing, lifting air-tightness and trimming the heating load. The upgraded glazing, chosen because it also meets the thermal target, reduces both winter loss and summer gain. External shutters fitted for ember protection provide summer shading on the western windows. The only point needing real care is roof-space ventilation, which is detailed with protected vents so the home still breathes without inviting embers in. The result is a single coordinated specification that satisfies BAL-29 and the 7-star benchmark together, with very little wasted effort.

Landscaping and siting as a shared lever

Decisions made outside the building can help both standards at once. Managing vegetation and maintaining defendable space around the home lowers the bushfire risk, and in some cases can reduce the BAL the dwelling must be built to, which eases the construction requirements. The same landscaping choices shape the thermal result: deciduous trees placed to the north and west shade the home in summer yet drop their leaves to let winter sun through, while a pergola or planted screen on a hot western elevation cuts afternoon heat gain. The key is to choose and position planting that supports defendable space rather than working against it, keeping larger vegetation at a safe distance and favouring low, well-maintained species close to the house.

Hard landscaping plays a part too. Non-combustible paths and paved zones near the building serve as a fire buffer and, when light in colour, avoid storing and radiating heat back at the walls on a hot day. A large expanse of dark paving or a reflective pool deck close to a window, by contrast, can bounce extra heat and glare into the home on a summer afternoon, so the surface choice is worth thinking through alongside the shading. Coordinating the bushfire consultant, the landscape design and the energy assessment means these outdoor decisions pull in the same direction instead of being solved three separate times.

One caution is fences and screens. A timber boundary fence close to the home may need to be non-combustible or set back at higher BAL levels, and that same screen might have been doing useful shading or wind-blocking work for comfort. Resolving it once, with both consultants in the room, avoids building something that satisfies one standard and quietly undermines the other.
